it always astounds me how people are willing to shoot themselves in the foot.

this literally only gives advantages over places with no AI regulation.

maybe california has the advantage now regarding AI research, but will china pull back because of safety concerns too?

China most certainly would not slow down. China, however, definitely WOULD mislead us as well as the rest of the world into believing they'd slow down for safety while secretly continuing their work behind closed doors, but they would not slow down their research and development. No one sane and rational would to be frank. This will truly just incentivize everyone to start conducting their research and development in the dark so they can compete at the frontier on a level playing field for the strategic game that is the battlefield of AI research and development. Frankly, this bill is disastrous not only for California's tech industry, but also for AI safety in general as it pushes researchers and developers to the dark, as well as results in the second order effect of excluding most women from the industry of AI research and development as many AI companies intend to or are incentivized to live California for Texas in order to mitigate the competitive disadvantage SB 1047 would create for companies within California... and Texas is currently considered one of the least safe states for women of reproductive age to live in at the moment as a result of some of the draconian abortion regulation passed there, which motivates doctors to not perform life-saving medical procedures on pregnant women to avoid the risk of lawsuit. This whole situation is a nightmare, one that I'm sure Elon adores, but for the rest of us, well it's like our entire planned futures have gone out the door and up in flames. I, for one , have found myself deeply disillusioned by the future it seems we will be facing if SB 1047 is not vetoed by Governor Newsom.
